How about RDF/XML (http://www.w3.org/TR/rdf-syntax-grammar/) for the content and some additional markup to specify layout and presentation oriented content? Mind mapping software that can generate or consume RDF/XML will benefit from a variety of semantic web based applications beyond just other mind mapping software. One good example of a thought-visualization tool that uses RDF as it's data store is MindRaider (http://mindraider.sourceforge.net/).
